Innovative Maritime Solutions: Testing of DocPort Begins

The State Enterprise «Administration of Sea Ports of Ukraine» has launched the testing phase of the maritime module of the DocPort system, which serves as an equivalent to the Maritime Single Window, at the Southern Sea Port.

The Maritime Single Window system is a digital platform that consolidates all administrative procedures related to vessel processing in the port. MSW allows for one-time information submission, significantly reducing the time required for formalities and eliminating duplication of actions. This leads to increased transparency of procedures — all actions are automatically recorded, each stage is easily traceable, and all participants have equal access to current information.

«The launch of the DocPort maritime module is one of the key performance indicators for the AMPU team. Currently, we are testing the first stage of the platform in the Southern Port, and the ultimate goal is to create a Maritime Single Window — a multi-module system that will be implemented gradually. By the end of summer, we plan to launch additional modules that will cover nearly all administrative procedures in Ukrainian ports. We are working in two directions: on one hand, we are launching technical functionalities tailored to market needs; on the other hand, we are continuing work on implementing mechanisms outlined in European legislation and harmonizing digital procedures with international standards,» stated AMPU head Oleksandr Semyrha.

The establishment of a national Maritime Single Window is a direct requirement from the International Maritime Organization (IMO), which mandates all port states to provide a digital platform for information exchange regarding vessel arrivals starting in 2024.

Following the successful completion of the testing period at the Southern Sea Port, a phased scaling of the system to all sea ports in Ukraine is planned. Concurrently with the testing of the first functional block, the integration process with the State Customs Service and the State Border Guard Service of Ukraine will begin to ensure full interaction among all participants in the port community.

Key advantages of implementing the Maritime Single Window include:

  • Digitalization of document flow — a full transition to electronic format with automatic time stamping and accountability

  • Meeting conditions for full integration into European and global maritime logistics
  • Synchronization of government services
  • Compliance with mandatory IMO requirements for MSW implementation effective from 2024
