Over 2 million fines for traffic rule violations have been recorded in the Unified Register of Debtors, with 1.5 million (75%) closed without payment due to difficulties in debt collection. According to Opendatabot, the number of unpaid fines has increased by 43% recently.
The vast majority of debtors, 92%, are men (about 1.8 million cases), while women account for only 8% of unpaid fines.
Most frequent offenders are drivers aged 25 to 45, comprising 64% of debts (over 1.28 million). Drivers under 25 account for 13% of fines (approximately 252 thousand), while 23% (about 469 thousand) belong to offenders over 45 years old.
The region with the highest number of fines remains Dnipropetrovsk region - 211.5 thousand (11%). The capital follows with 193.7 thousand (10%), Odesa region - 146.9 thousand (7%), Kharkiv region - 125.9 thousand (6%), and Kyiv region - 106.3 thousand (5%).
Among offenders, there are record-holders. The absolute leader is a 27-year-old man from Vinnytsia with 1056 fines.
It's worth noting that in the first half of 2025, the Unified Register of Debtors recorded 375,810 debts for unpaid fines for traffic violations.
