Arrest of Suspect in Arson of Administrative Buildings

Under the supervision of the Black Sea District Prosecutor's Office, a local resident has been charged with the intentional destruction of property by fire (part 2 of Article 194 of the Criminal Code of Ukraine).

The investigation revealed that the suspect received an offer via a messenger to set fire to administrative buildings for a financial reward. He was also promised a hassle-free exit abroad in case of 'danger'.

To achieve his criminal objectives, the man meticulously planned his actions, coordinating the targets of the arson and the amount of the agreed reward. He used dark clothing and gloves to complicate his identification.

After preparing the necessary materials, including polymer bottles filled with gasoline, he would visit the chosen locations, pouring fuel on windows and walls, igniting them, and recording his actions on video.

From October to December 2024, at the direction of his client, he set fire to several post offices and administrative buildings of local government. He recorded all actions on video for reporting purposes. He received the money in his electronic wallet.

The authorities apprehended the suspect while he was executing another assignment – setting fire to the premises of the Pension Fund office in the Ovidiopol district.

At the request of the prosecution, a preventive measure in the form of detention was imposed on the suspect.

The pre-trial investigation is being conducted by investigators of the Vinnitsa District Police, with operational support from the UKR Police and SBU in Odessa region.
