The National Council on Accessibility held its inaugural meeting with First Lady Olena Zelenska and government representatives, showcasing key projects in the field of accessibility.
Starting in 2023, all government websites and mobile applications must comply with modern accessibility standards. This ensures that individuals with disabilities can effectively use digital services. To assist government bodies in implementing these standards, a Digital Accessibility Center was established in August 2024, based on the Diia platform, with support from UNDP, offering training, consultations, and audits.
Access to digital education is another key priority. The Diia.Education platform offers over 200 educational series with subtitles in Ukrainian and English. Special focus has been placed on courses regarding digital accessibility, such as “Web Accessibility,” “Barrier-Free Literacy,” and “State Without Barriers.” Additionally, 20 courses have been adapted for sign language users, and all images on the platform come with alternative descriptions.
To enshrine digital accessibility at the legislative level, the Ministry of Digital Transformation is preparing a bill on “Digital Accessibility,” which will outline clear rules and responsible parties to ensure accessibility across all sectors. The document is expected to be submitted to the Verkhovna Rada by the end of 2025.
Accessibility is also crucial in Administrative Service Centers (ASC). Over the past two years, the level of their adaptation for individuals with disabilities has increased by 16%. Currently, ASCs are equipped with technologies to serve visitors with visual and hearing impairments, comfortable spaces for the elderly and families with children, electronic queues, and consultations on online services. In 2025-2026, the Ministry plans to launch the “Barrier-Free ASC” project, making administrative services even more accessible.
Digital accessibility is not just about technology; it is about respect, comfort, and equal opportunities for everyone. The Ministry, along with partners, continues to work towards creating user-friendly and inclusive digital services.
By the initiative of First Lady Olena Zelenska, the National Strategy for the Creation of a Barrier-Free Space in Ukraine until 2030 has been approved.
