New Health Investments in Ukraine at URC2025

At the fourth Ukraine Recovery Conference (URC2025), a series of health-related agreements were signed, amounting to over 75 million euros.

Health Minister Viktor Lyashko reported significant achievements.

Investment in Health Care Amounting to €75 Million

“The first day of URC2025 resulted in 7 agreements worth over 75 million euros for Ukraine's health care system,” Lyashko stated.

He emphasized that the Ministry of Health team reached crucial agreements with international partners, including grants, concessional loans, and investments.

The funds will be directed towards projects aligned with the priorities of the Health Care Development Strategy through 2030.

Key agreements include:

  • 31 million euros for long-term projects with Enabel, focusing on hospital modernization and telemedicine.

  • 30 million euros in concessional loans from the Italian government for building a regional children's hospital in Odessa.

  • 11.5 million euros for a joint EU-WHO project in cooperation with the Ministry of Health aimed at supporting health system transformation.

  • 620 thousand euros for a memorandum between Lviv City Council and the Lithuanian government to create a mental rehabilitation space for veterans.

New Agreements: Investments in Medical Infrastructure

In addition to the aforementioned agreements, several other important documents were signed.

Notably, memorandums with Expertise France and Enabel regarding the restoration of medical infrastructure were established.

There was also a joint statement with the Council of Europe Development Bank to support the National Center for Mother and Child Health in Ukraine.

An investment agreement was made to localize pharmaceutical production directly in Ukraine.

Additionally, a memorandum with Ellipse Projects SAS was signed for collaboration in rebuilding and modernizing medical infrastructure.
