Updated Medical Guarantee Program in Ukraine

The Ministry of Health of Ukraine has announced a revised list of medications and medical products eligible for reimbursement. These medicines can be obtained from pharmacies on an electronic prescription either for free or with partial payment under the Medical Guarantee Program. The update to the «Affordable Medicines» program is a significant step within the Government's action plan.

The order «On the Approval of the List of Medications and Medical Products Eligible for Reimbursement as of August 28, 2025» will take effect on September 30.

85 new medications have been added to the «Affordable Medicines» program. The main categories include:

  • Medications for pregnant women and new mothers — 3;
  • Medications for thyroid diseases — 6;
  • Medications for glaucoma — 8;
  • Pediatric medications — 5;
  • Other chronic diseases — 61 medications for cardiovascular, respiratory, metabolic, psychiatric, and neurological disorders.

The updated list includes medications with the following INNs: indapamide, latanoprost, levothyroxine, methyldopa, timolol, torasemide, folic acid.

Now the reimbursement program consists of 705 items, including:

  • 595 medications;
  • 38 insulin products;
  • 30 combined medications;
  • 42 test strips for measuring glucose levels.

The «Affordable Medicines» reimbursement program covers areas such as cardiovascular and cerebrovascular diseases, diabetes (both type 1 and type 2), chronic lower respiratory diseases, mental health disorders, epilepsy, Parkinson's disease, medications for post-transplant patients, pain management and palliative care, endocrine disorders, metabolic, autoimmune, and inflammatory diseases, glaucoma, migraine, childhood diseases, and care for pregnant women and new mothers.

How to use the reimbursement program?

  • Consult a doctor to get an electronic prescription;
  • Visit a pharmacy marked with «Affordable Medicines Available»;
  • Receive medications for free or with partial payment according to the electronic prescription.

Remember that starting July 1, 2025, the «Affordable Medicines» program must be operational in every pharmacy in Ukraine.

What to do if you are denied at the pharmacy?
If the pharmacy does not have a contract with the NHIF, report it to the Ministry of Health hot line at 0800 505 201. Your report will be forwarded to the State Medicines Service for further investigation. If the pharmacy does have a contract but refuses to dispense Affordable Medicines on an electronic prescription, inform the NHIF (contact center: 16-77). Note that according to the Reimbursement Procedure, the sale of medications and medical products included in the program is allowed at previous prices for 30 calendar days from the date the updated lists take effect.
