As of April 1, new regulations regarding gambling in Ukraine have come into effect. The law prohibits advertising and sponsorship in this area, although certain provisions are already in place.
According to dev.ua, the new governing body for the gambling industry will be "PlayCity", which will replace the KRAIL, set for liquidation. The control over gambling will be optimized, and access to illegal websites will be restricted.
Advertising for gambling is prohibited, with some exceptions:
- nighttime advertising on television and radio (from 11 PM to 6 AM);
- advertising in media targeting individuals over 21;
- advertising on platforms with an audience over 21.
Sponsorship is also banned, except for sports events.
Offering free bonuses, participation of military personnel, volunteers, and celebrities in advertising is prohibited, as is the use of military themes.
The law provides for the blocking of illegal websites, increased requirements for game organizers, and bans on licensing for individuals with tax debts. All financial transactions in gambling can only be conducted through bank accounts.
Lotteries are also subject to these restrictions. The law establishes requirements concerning the reputation of individuals involved in game organization and restricts their connections with aggressor countries.
Limits have been set on spending and playing time, mandatory breaks, and monitoring during inspections. Betting on credit is prohibited.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, and the decision of the National Security and Defense Council will take effect on April 20, 2024.
Reminder:
President Volodymyr Zelensky signed bill No. 9256-d to strengthen control over the gambling market.
The liquidation process of the Gambling and Lottery Regulation Commission will begin on April 1.
