As of October 2, Ukraine has implemented new rules allowing operators to block spam numbers. The Ministry of Digital Transformation has provided detailed guidance for Ukrainians on how to take advantage of these opportunities.
“Tired of receiving calls from advertising agencies? You can now more easily get rid of unwanted calls thanks to the new regulations that are in effect,” the official statement reads.
The Ministry advises Ukrainians to file spam complaints with their mobile operator, contact the hotline, or send a request to the National Commission for the Regulation of Electronic Communications via the official website.
The operator will verify the number against which the complaint was made and will block it if it meets at least two of the following criteria:
- calls are made without communication;
- the average duration of calls over a week is less than 60 seconds;
- more than 50% of the calls are to different numbers;
- the number cannot be called back;
- an automatic message is played during the call;
- complaints from subscribers;
- the number of incoming calls that do not result in a conversation is less than 5% of all incoming and outgoing calls;
- the number is only for calls, not for SMS or internet.
These regulations are established in the Cabinet of Ministers' resolution dated June 25, 2025, No. 761 “On Approving the Rules for Providing and Receiving Electronic Communication Services.”
