In 2025, a significant portion of the budget (approximately 80%) will be allocated to the development of healthcare, education, and various social initiatives.

The second priority is support for defense forces and the restoration of infrastructure damaged by Russian aggression (over half a billion hryvnias).

Key priorities also include assistance for veterans and internally displaced persons, economic development, job creation, attracting investments, building shelters, enhancing social services, supporting businesses, and modernizing public utilities.

The implementation of state programs ‘eHome’ and ‘Affordable Loans 5-7-9’ will continue in 2025 to provide citizens with affordable housing. The Odesa Regional State Administration will also continue the program of 3% annual compensation for mortgage loans for defenders.

More than 630 million hryvnias is planned for the implementation of regional programs in the draft regional budget for 2025, including 313.4 million hryvnias allocated for the ‘Health of Odesa’ program, with 20 million hryvnias designated for the support of Ukrainian Defenders, and over 41 million hryvnias for the ‘Social Protection of the Population in Odesa Oblast’ program.
