The head of the Odessa Regional State Administration, Oleg Kiper, held a meeting with Andriy Dykun, the leader of the All-Ukrainian Agrarian Council, to discuss key issues in the development of agriculture within the Odessa region.
During the meeting, the focus was placed on enhancing export control, which has already shown positive results in combating the shadow grain market. The new regulations require mandatory verification of the legal origin of grain at all stages of its purchase to obtain an export permit. Andriy Dykun noted that such a system significantly reduced the volume of illegal products and increased market transparency.
«Farmers support these changes as they help reduce demand for grain without proper documentation. We are seeing a rise in interest in securing legal documentation, indicating the effectiveness of the system. We hope that this approach will be implemented in other regions of Ukraine as well,» commented the head of the Agrarian Council.
Another important issue was ensuring fairness in the payment of the minimum tax liability (MTL).
Positive shifts were noted, but it was also acknowledged that the current system allows some unscrupulous entrepreneurs to evade MTL payments. They agreed to strengthen control in this regard.
Oleg Kiper thanked Andriy Dykun for the constructive dialogue and confirmed that the regional administration will continue to support initiatives that promote the development of a transparent agricultural sector in the region.
