Digital Platform for Ports: New Opportunities in Logistics

The Odessa Sea Port has launched the innovative digital platform DocPort — a groundbreaking solution for optimizing port operations, developed by the Administration of Sea Ports of Ukraine (ASPU). After successful implementations in Reni, Izmail, and Chernomorsk, the system is now available in one of the country’s key ports.

DocPort facilitates electronic document exchange among all participants in the logistics chain: administrations, operators, freight forwarders, carriers, and government entities. This reduces the processing time for vessels and cargo, minimizes paperwork, and increases operational transparency.

For businesses, the DocPort system offers a range of benefits:

  • savings of 1 to 6 hours per vessel processing;
  • accelerated processing of outgoing documents;
  • transparency through electronic signatures of responsible personnel;
  • increase in port capacity by 3–5% without additional infrastructure investments;
  • ability to connect new participants via an open API.

The platform also provides queue management for entry, which will help eliminate congestion. Moreover, DocPort integrates with the «Single Window for International Trade» of the State Customs Service of Ukraine, significantly reducing the idle time for vessels without cargo operations.

The next phase of digital transformation will be the launch of the maritime module of DocPort at the Southern Port in June-July 2025. This will enable electronic data exchange between maritime agents and shore services.
