The Verkhovna Rada has adopted a law ratifying the agreement between Ukraine and the Council of Europe to create a Special Tribunal for investigating aggression crimes.

The legislative initiative No. 0328 received support from 323 deputies.
The law ratifies an agreement signed on June 25, 2025, in Strasbourg, France.
According to the explanatory note, ratification will establish a legal framework for the formation of the Special Tribunal, including determining its location and developing internal regulations.
The adoption of this document will complete all internal procedures for the agreement to take effect, allowing for independent investigations and legal proceedings against those responsible for aggression crimes.
On June 25, President Volodymyr Zelensky signed the agreement at the Palace of Europe in Strasbourg.
Prime Minister Denys Shmyhal stated that the tribunal will be an independent international institution under the Council of Europe, and even the highest officials of Russia could be held accountable.
On July 1, a draft law on the ratification of the agreement regarding the Special Tribunal was submitted to the Verkhovna Rada.
